Bud and Don Go to Washington

Messers. Selig and Fehr will probably fly to Washington sometime today for their grilling, er, testimony tomorrow. Lots of ink has been spilled over this, and much will be made of whatever it is they have to say tomorrow, but no one is likely ever to take quotes like these, from Republican Congressman Cliff Stearns, to task:

"Congress needs to evaluate the substance and recommendations of the report as well as other necessary steps to get drugs out of Major League Baseball."

Why does Congress "need" to do this? I spent all last night reading Article I of the Constitution, and I've found nothing that requires Congress to police private businesses like this.
